Lots of people say that; it is just PR. The reality is that usually one company is buying another. And if it is not, then there will likely be an internal struggle to integrate the two companies and company cultures --- starting with who is Chairman and CEO, who has more board members, and whose senior officers dominate/control the senior officer positions of the merged company.
