I'll answer the questions on California and the jet stream in a message with a new header. I think a lot of people are expressing thier feelings and thought in this thread and I don't want to dillute it with another science lesson.

It's hard to be critical of anyone living anywhere. You live where you can subsist and survive. Almost anyplace on the earth is subject to natural disasters. Water tends to be a source of food and transportation, thus there is the tendancies for humans to live close to thier resources, along rivers, lakes, and oceans.
