Thanks for your responses. I should have clarified that he's not intending to carry a balance, so it's basically an annual fee for the ability to have a credit card (necessary for some services) and improving his credit history.

I have called 15 area banks, and none of them offered secured cards.

But one Fool came through! He recommended Key Bank & Trust. Their secured card has the following stats:
19.4% APR on purchases
19.9% APR on cash advances
25-31 day grace period
$35 annual fee ($40 if there's a co-applicant)
