According to my brokers dividend payers are indeed sending me proceeds net of tax, so that seems to be correct (a few rough caculations on the dividends I've received thus far support this).

My broker still hasn't replied to my question about who acts as the withholding agent, however, so I'm still not clear who this is. Sales proceeds apparently reach me without tax being deducted - which presumably is not an issue unless any proceeds take me above the Capital Gains Tax threshold here in the UK.

I think I'll speak to the IRS information centre at the US embassy in London, and also to my local tax office. Maybe even a tax consultant. If I can pin the answers down I'll post them here in case anyone else finds them helpful.
