WOW...can I relate to THAT!

I just spent more than 10 yrs as a volunteer on our town's environmental committee. We got involved in reviewing the technical aspects of proposals for new building developments.

Time after time, (highly-paid) consultants would present data that was completely unintelligible. The town officials would just shrug like dummies, and say, "well, that's techincal stuff, we're not supposed to really understand it."

I felt VERY strongly that the consultants should have been forced to present data in a clear, straight-forward manner. Never happened.

That's one reason that I resigned.
