That's a very good question, to which I don't have an answer. My understanding was that Universal had the rights to Marvel characters east of the Mississippi. There was never any discussion of international. Now I know that Marvel is heading to Hong Kong Disneyland, but I hadn't heard about Japan.

Universal owns the rights to have Marvel attractions East of the Mississippi River in the United States and in Japan, but not elsewhere.
