That's the beauty of the "block grant" strategy. Take all the money the Feds dole out to the states, and roll it up into one wad. Tell the mob this is all about giving them "local control". Then cut the wad in half...and it's all up to the local officials whether to cut Medicaid, or high school football.


I favor a combined approach: bundle it up in a wad, tell the mob that it's in part to give them local control... and in part with the intent that the wad will be steadily reduced in size according to THIS schedule, at the end of which it's gone.
