The Alcatel shares are worth roughly u.s. $140. Alcatel ADR's are worth 1/5 of that, u.s. $28 or so.

Alcatel shares are not traded on the US Exchanges, but Alcatel ADR's (i.e. American Depositary Receipts)worth one fifth of a Alcatel share are.

You were taking 1/5 of the ADR price, and that is how you came up with your figure. In other words, you were taking 1/5 of 1/5 (if that clarifies it any).
