The award for an electrolyser-based hydrogen refuelling station comes from the California Energy Commission (CEC) which approved the proposal on April 11, 2013. The refuelling station will be located at the Hyundai America Technical Center testing facility near the I-10 freeway. The refuelling unit, deployed in collaboration with Powertech Labs in Canada, will be capable of generating 100kg/day of hydrogen with the ability to dispense at both 350 and 700bar.

The answers are easy.
For cars, it does depend on electric motors, a la Tesla. The grid electricity conversion efficiency, is just over 70% and similar turning the H2 back into electricity. The electric car is about 45% efficient overall, starting with grid electricity. But that is everywhere. You don't have to have a huge tanker, needing a huge turning circle to keep filling the underground tank at the Gasoline Station.
As for range, let's see. How often do you need your whole tank in one go? For round the town driving, or return to the office, its fabulous. No prob at all.
I agree, its not perfect but it is net cheaper and cleaner-maybe depending what fuel you use at the Power Station.

The other great thing in Europe is the problem with everyone switching on grid electricity (say) at nightfall. Buffering this, which is what Power companies have to do, is not easy and is wasteful (having increased torque to a generator, you then have to decrease it, as required). The interposition of H2 helps here: the H2 goes to grid gas in surplus, but is used to make electricity in demand.

Only an ostrich thinks Fuel Cells are a passing phase.

(If you suddenly said, "Here's a Car: runs on gasoline: good range: filling stations will pop up everywhere" you'd be laughed at. )
