The best retirement plan in the country in terms of fees is the Federal Gov't Employees Thrift Savings Plan (TSP)

Another option would be to allow individuals to contribute a total of $18k (or whatever it is now) into 401k + traditional IRA accounts combined.

So if ones 401k plan sucks, then perhaps just contribute enough for the match, then put the rest up to $18k into a traditional IRA. This would force 401k plans to compete, if they want the business.

Would also need to remove salary caps found in traditional IRAs, similar to 401ks.
