The brashness of it is disturbing. 'Yeah we know it's illegal but we are going to do it.'
If it were me I'd assemble a forensic team and try and pin the policy down to one individual. These policies are not birthed into being by themselves. Someone has to sign off that this is what we are going to do.

It is very, very easy to find "The Guy." If you have legal standing to do so, file a lawsuit against the offending financial institution. They will file their answer to your lawsuit. Then next comes the Discovery Phase of the Lawsuit. You get to read every document, view every signature, read every internal e-mail and the minutes of every Internal meeting. This discovery process will eventually lead to "The Guy" responsible.
When you have found "The Guy" you can do anything legal to that personan. Hanging in a public square is unlikely to be amoung your legal options. There are, of course, always extra-legal options.
