The computer has a Pentium processor (Pentium 1?), 16.0 MB RAM, and I checked the disk and it says it has/had 1.49GB of space with only 136 MB free. I expect that to be the main source of my problems.

What avenues or courses of action might I pursue to increase its speed? Whatever I do, I want it to be cost effective.

One tip not mentioned in the other posts is the operating system that you are using. If you have not upgraded to Win98, my guess is that your computer is using Win95 with FAT16. You should be able to recover my memory by upgrading to Win98. A discussion about cluster size and its effect on memory can be found in this old article.
