Even throwing out the stuff that can't be donated is causing stress.

I think this is a personality thing - it is just really hard for some people to throw things away* (even if it's truly useless stuff.)
I am one of those people - where a fire would be devastating, but a flood would be worse, because I would want to try to *save* things.
There is a ton of emotion wrapped up in things for people like me (and maybe you, for sure ishtar), add to that the herculean physical & mental exercise of clearing out a house, along with the death of a sibling-
Well, no wonder you're overwhelmed.

Not at all helpful, but at least empathetic.

*it's not that easy.
for those who can casually say Oh, just be ruthless and throw it out...
It's like saying eat less, exercise more to lose weight... - easy to say, not always easy to execute repeatedly.
