The federal government makes resources available. Bush has done that better than any previous administration. It is up to the local and state official to direct and utilize those resources. State and local officials are responsible for disaster planning because they are the ones who know the local situations--where the population is most dense, what the dangers to that particular city are, etc.

Do you not know, for example, that when the President makes National Guardsmen available, that the state governors are in command and control of the Guard at that point?

This is, quite frankly, bullsh!t. Do you honestly believe that local officials anywhere are set up to deal with something like this? Of course not, but supposedly this is what FEMA is set up for. But what happened this time? There appears to have been little or no advance planning by FEMA while the local authorities were busy trying to evacuate one of the poorest cities in the country. Predictably, the poor and desperate have started doing whatever they have to to survive, and the administration's response is to drop everything and start shooting. Unbelievable.

I sincerely hope that the president takes a little helicopter tour of the area. I also hope he gets close enough to be shot at. He deserves it.
