The guy on the phone said that they change these rules all the time, so this may not be the same for next year.

I don't know what rules he was talking about, but the required attachments to the 1040X haven't changed in the last 30 years.

I suggest you check the instructions for the NY amended return to see what to send with it. Each state sets its own rules, and I've dealt with several over the years that wanted a copy of the 1040X.
