The water is out of the rivers and into the lakes before it has a chance to back up and flood the riverbanks. I have lived in Bay City my entire life, or at least kept close tabs on it for obvious reasons. I have never heard of the Saginaw River flooding the town. The rivers are short and dump into the lakes relatively quickly.
