The only thing that comes to mind is that it draws the blood out into the water and to the extent you don't want to ingest any more blood than is already in the meat.

I've also noticed a fine layer of white foam rising to the surface when I brine turkey - not sure what that is.

Do you suppose it could bring down the bacteria count on the surface of the meat?
