The people who are to blame are the "no-growth and no new power plants" people. Yeah, that's what I said, the California voters.What were they thinking? Did they really believe that if they didn't build any new power plants and didn't allow any raise in power rates that somehow there wouldn't be new growth? Or, perhaps they did foresee this and this is exactly what they wanted? Some people thrive on conflict.As usual Art, you have used your gift for cutting through the BS.Perhaps they were thinking that if they just made their environment as pristine as it was before Columbus arrived in the New World, they would be absolved of their Euro-guilt and finally evolve to become beings of pure energy.Or maybe they were just thinking that all the surrounding states would sacrifice their air and water to build power plants to sell power to the lucrative CA market. This would have happened, had they not limited the potential for profit by imposing price controls to "protect the poor" and had those states not been flooded with refugees from CA who could see the rapid decline in quality of life that was being written on the wall.1HappyFool -- content to let the voters of CA wallow in their misery until they wake up smell the socialism they've bought.
