The problem with digital storage is that the equipment almost always becomes obsolete in 10 yrs or less. Then you must transfer your files to a newer format or you lose access to them. Cloud is a somewhat better solution but you have all the usual security and reliability issues.

Paper is generally a more reliable storage medium. Some of it degrades after 50 years or so, but much is still readable after 150 yrs.

Recall that NASA tapes from the moon flights are no longer available. Digital clearly is not forever. Its a forever expense element to take care of it.
