The purpose is to make FIL Medicaid-eligible while protecting some of the inheritance.

I hate it when people want taxpayers to pick up the tab while they protect the assets for themselves.

For the record, I agree. That said, if there are legal asset-preservation methods available, I'm not going to (futilely) press SIL to voluntarily forgo them when others are taking advantage. I'm in favor of closing loopholes and strictly enforcing all rules, to be fair to everyone.
