The "clothing" store I applied for a card from was Express, not as large as Macy's or JCPenny but a clothing store chain just the same.

You might want to try Sears or Macy's or Penny's. I know that companies owner by the Limited (Victoria's Secret, Express) are much more stringent about who they approve for credit cards.

When I worked for Victoria's Secret, we had more people turned down for credit cards than were accepted. VS also has a quota per day for approved credit cards. Anyone declined didn't count. We actually had 15 people apply one day and not a single person was approved.
