It would be 'Evil' for Oil Exploration wrt CA. beyond the few wells offshore near Santa Barbara, those wells norte of L.A.(Wheeler Ridge & on up) outside of civilization, pump jacks on Hollywood public school properties, etc.

Also, West Texas will soon be shown to hold twice the reserves of the N.D. area Bakkens assets.
