The school system is required to provide her with a "free and appropriate public education in the least restrictive environment", but as she is not doing well *now*, I really don't want to waste a lot of time finding a program in our public school system that might be a better fit, or fight the fight to have the public school system pay for the private school.

You may want to at least give this a shot. Think of it was earning the private school tuition back if you cn get tehm to do what you want. You may want to see if you can find other parents who have been in you situtation. The privte school administrator may even be able to give you pointers.
