The sheet scope of this disaster would have allowed the President to declare that it was too big for the state to handle and the Federal Government had to step in.

This says nothing about the "scope of the disaster" being a factor. It refers to disasters that primarily involve Federal government facilities, like a military base. It can't be used to take total control of a city's response just because government facilities are present in the disaster area.
