The situation was that in April 2001, I moved from my home in Baltimore to take a new job in Fairfax VA. I rented an apartment there from April '01 through Oct '02. I NEVER sold or rented out the house in Baltimore during that time(it stayed vacant, except for my sister and her kids staying there for about 10 days to attend a funeral).

Am I allowed to deduct the cost of the utils during the April '01 through Oct '02 period ?
OR
take some kind of rental income "loss" during that time, since I did not have a tenant ?


No. The house remained personal-use property for the entire time, thus no deductions other than your usual Schedule A deductions are available.
