The SPA awards are driven to some extent by the degree of promotion the companies put into their games being nominated. I've heard it said that that is almost entirely what determines the nominees, but I believe that sales figures and general game quality are big factors as well.

Broderbund had franchise titles out (Riven, Carmen) that I'm sure were pushed, and Brodebund took home five awards. TLC does not seem to push their titles as hard: as a parent, Sesame Street is a big seller whether or not their are awards listed on the package.

Regardless, TLC/Broderbund are taking home every bit of their share of the Codies, and then some.
