The whole point of the plan would be to reverse the concentration of wealth and assets by corporations and individuals...

We already know a good and effective way to do that:

* Low taxes
* Low regulation
* Low/no constraint or taxes on inheritance
* Welfare only for the unable, not the unwilling - preferably left to private efforts rather than government
* Reasonably consistent and reliable protection of individual rights including property rights
* Minimize or eliminate government-protected monopolies and the government protection of certain enterprises against competition (such as the public schools)

It works quite well. Without arbitrary lines on the calendar. In fact it's what made the US a superpower in the first place.
