Of course. Because we're going to calculate the cost of light-rail and include the capital costs of constructing the entire system, but we're only going to count the cost of "the gas" for cars, because everybody knows those concrete and asphalt highways just fall out of the sky exactly where we want them, and are not subsidized by taxpayers in any way.
