Then Vanguard's Value ETF is actively managed.

The management of DFA certainly eschew active management and would be surprised that their funds would be considered "closet" actively managed funds.

Either you are wrong or everyone else is wrong.

I trust DFA funds are passively managed.

Pulling one sentence from a fund prospectus is a pi$$ing contest and I have better things to do.
