Then when the little one is 5 and the oldest is 9 you can go back and they will both get a lot out of it and all you will have to buy is the ticket for the youngest one.

This ploy should work 'forever'. Disney does not penalize kids for growing up - at least that used to be the policy. Simply take the older child's partial ticket and exchange it for an 'adult' ticket should the child's age exceed 9.
