There is no structural conspiracy to keep the poor, poor. It is a simple truism that the poor will have to extend a greater percentage of their income on every good or service. That's pretty much the definition of being poor.

I don't remember mentioning a conspiracy. As far as the definition of being poor, this truism is not true of tax-funded services paid for through progressive taxation.
