There's an element of effective police work, and an element of showmanship of Big-Government-in-Charge.

It's called enforcement theatre. It's pretty routine to advise people to stay inside with the doors locked when there is a shooter loose. Happens from time where I live. Shutting down an entire city though is a bit over the top, but with the media screaming "Muslim terrorist", over reaction is the order of the day.

I don't recall widespread shutdowns when this guy was on the loose.

Eric Robert Rudolph (born September 19, 1966), also known as the Olympic Park Bomber, is responsible for a series of bombings across the southern United States between 1996 and 1998, which killed two people and injured at least 150 others in the name of an anti-abortion and anti-gay agenda. The Federal Bureau of Investigation considers him a terrorist.[1]

Different world now tho. All you have to do is say "Muslim" and all standards of legal due process go out the window.

What's next: The interrogation of the Boston bombing suspect

...the government will invoke a legal rule known as the "public safety exception," which will enable investigators to question Tsarnaev without first advising him of his right to remain silent and to be afforded legal counsel.

And, of course, there are some who are demanding he be sent to Gitmo for a military court, rather than a civilian court.

...Sens...issued a statement late Friday urging that the administration hold Tsarnaev as an enemy combatant.

"It is absolutely vital the suspect be questioned for intelligence gathering purposes. We need to know about any possible future attacks which could take additional American lives," said the statement, posted on Facebook. "The least of our worries is a criminal trial which will likely be held years from now."
