This board has been so quite I forgot it about it.

I have 2 Educational IRA, one for each of my nieces. I want to transfer one into the other. TD Waterhouse tells me I have to cash it, pay a penality, a tax, and deposit the remainder into the other IRA. This is not my understanding of how it works. I think I should be able to make a transfer without any of the afore mentioned steps since these neices are sisters.

Any suggestions?
