I'm enrolled in the federal government's thrift savings retirement plan. I recently switched my funds from the International fund to a bond fund that has more conservative returns in this volatile market. By doing this, am I violating the rule that says you should never buy high and sell low, i.e., am I seeling my International fund shares and buying bond shares, or am I simply transfering money between accounts? Thank you.
