I did some quick web searching and found that most sites said that Clomid is an appropriate first-line treatment for someone with PCOS. Also, here's a relevant excerpt from

Many doctors will suggest FSH-only medications for women with PCOS as LH levels are already elevated.

So they're saying that PCOS involves elevated, not supressed, LH levels.
