I've noticed on my confirmation sheets that the Trade Dates and Settle Dates are different. Which one does the IRS use for tax purposes?

e.g. Julie sells IP on 12/29/1999, earning $1000 of profit. The confirmation sheet tells her the Settle Date is 1/3/2000. Are these capital gains for 1999 or 2000?
