Two different dates:

- The date the rate on new bonds is set (the entire rate for EE-bonds; only the inflation rate for I-bonds)
- The date old bonds start earning that rate (on their next half-anniversary of issue date)

The rate is set in May and November. If you bought a bond in, say, December, it will earn its stated rate for six months, then will "reset" to the new (May) rate in June.
