Two thoughts:

1) You can build your own worm bin for a heck of a lot less than $100 and worms (I didn't see if they're included) are around $25 per pound.

2) If I recall correctly, dog poo has a lot of bad pathogens you wouldn't want to ingest, so I'd keep any resulting castings out of the vegetable garden.
