Two words- duct tape.

No, no just kidding. I find that sometimes people mistake small cup sizes for small torso sizes 34 vs 36 vs 38. I'm very flat chested but I have a regular size torso.

You may be a "B" but the torso part may be way too tight. I have a jog bra that fits well, not too long (because if it's too tight and long, it is way uncomfortable) and not too restrictive under the arms.

You may be trying to "keep things from moving" and buying too tight in the torso.
