They could simply come up with the Emergency Finance Bill of 2014. Your money will be either

a) converted to the government savings plan (annuity)

or

b) you pay the full tax on withdrawal in one year and take your 'own money' and do with it what you want. Of course, with the amount of money, you'll be in the 39.6% marginal tax bracket, plus another 3% ObamaKare tax, plus your state and local taxes - so half of it will disappear.....but....that's only 'fair'.

You didn't earn that money. The government let you earn it.
