WD-40 is the quickest and easiest 1st step. You might have some corrosion that can only be seen after disassembly. Hit it with some WD-40 and go from there.
I think brakes will stick if you had some air in your oil line, but your problem seems to be mechanical. Clean and lube and you should be good to go.
