We can't stop it but I doubt any countries leaders would be all that anxious to use it. Yes, religious fanatics wouldn't hesitate but leaders of countries can't afford to be that insane.

Leaders (even despots) have negotiated many twists and turns to arrive at the pinnacle of power. They didn't get there by being foolish. And no leader wants to be the cause of the destruction of their nation.

Since India and Pakistan have acquired nuclear weapons, hostilities between them have been better managed.

Attacking Iran in a fruitless effort to forestall their development of a nuclear weapon is just short of the insanity of Iran attacking Israel with a nuclear weapon.
