We had a similar proboblem with one of our cats. We did put her out side and took away her litter box. We left her out for months then started leting her back in. So far we have not had a proboblem.
Her being declawed, I can see why you wouldn't want to do this, but time out side changed our cats attitude. If you a worried about dogs you could builder her a small house on a post about 3 feet high for her to run and jump in, if dogs came around??
