Well, it IS possible to be flooded through no fault of your own even when you live nowhere near the coastline.

True. After all, many floodplains are near rivers, rather than coasts. However, you probably don't qualify for federally-subsidized insurance if you don't live in a flood-risk area, since flood insurance is relatively inexpensive outside of those flood zones.
