Well, let's see:

- Nobody can require you to give a SSN, but anybody can ask, and if you don't provide it, they don't have to do business with you.
- It's a federal crime to try to establish a credit record using any number that's not your own SSN.
- The application forms say you certify that this number is your own SSN.
- There are tons of places out there that will give you guaranteed credit -- just send them a $200 application fee, $30 credit check fee, $100 acceptance fee, $89 issuance of credit fee, $20 for sending the card, $19.95 for express delivery, $69 annual fee, $7 monthly fee, for a $50 credit limit that can only be used to buy overpriced novelty items. His "guarantee" isn't worth zip.
