Well, what are the yearly fees in the annuity?
What would you pay to get out of it (yes, you would pay tax and penalty like any early withdrawal from a tax-deferred retirement plan). It is not worth withdrawing money from the annuity; it can't be transferred to an IRA, only to another annuity or life insurance policy.

Vanguard and TIAA-CREF have low fees. Nearly everyone else has higher fees. You can transfer to them without incuring taxes and penalties. The question is what fees will your current annuity provider charge you for the transfer, and is it worth your while. You'll have to research the fees.
