For each package it could include:

One Toothbrush
One tube Toothpaste
One bar of Soap
One container Dental floss
One set Pencils
One Composition Notebook(my daughters love these for journals)

One Book (I still think The Cat In The Hat for everyone would be the best)

One gift (the limit on spending would be $10)

We have to limit the amount on the gift so that Susie doesn't get the entire Barbie Townhouse and Joanie only gets a Barbie, ya know?

THEN if people still have more to offer that can go towards the books and supplies

And even if the Salvation Army did donate a bunch of backpacks to the school we can find another way to package the gifts, maybe a tote of some sort, I know the Fool has some nice totes, maybe they could be conned into donating some?
