What about the right to not vote?

It's still there, however, I contend it's part of your civic responsibility to vote.

What about people who decide to not vote because they think both options are awful?

Have you ever voted with only one person or question on the ballot? You can still vote and abstain from voting in that particular race. People skip races and questions all the time.
