What an touching, lovely, terrible story. I feel so sorry for that little third grader. National Public Radio has a "National Story Project" -- www.npr.org

I think you should check this out and then flesh out and submit your story. Even if they don't actually read it on the air, and they get thousands of entries, you will in some way vindicate that little girl.

BTW they read the stories one day a month on Sunday "All Things Considered" which on my public radio station is 5pm-6pm on Sundays. You can probably also listen through the internet. (If not through NPR, you can listen live through www.wnyc.org).
