Yes, except that you used this phrase in relation to government regulations:

which leads me assume that you did not inquire into the reason for the limits. Gingko gave you the capsule definition. There's a huge amount of background detail, but here are two of the reasons for the limits:

A) some of the area that is restricted belongs to Canada. Canada wants to keep the area for Canadian fishermen

B) a couple of decades ago fishermen started using a different kind of net. The new net caught more fish, but because it dragged along the bottom of the ocean, it destroyed the breeding grounds of a number of species. That is what forced the issue. The fish population is teetering, and as Gingko said, restrictions are needed if there are going to be fish in the future.

No one likes it. The government regulators don't like it, the fishermen don't like it, stores that sell fish don't like it. But it is necessary until the population grows back.

Sorry about the lecture. But for years and years presidential aspirants have been showing up along the New England coast and learning that there are limits. They speak up against the limits, then go off and learn the reason why, and we don't hear from them again.

If it's any comfort at all, the government (state and federal) has also been putting a lot of money into helping fishermen move into other jobs and careers. They are trying to help.
